Nguyen Duc Long, currently Chairman of the People’s Committee of Quang Ninh, has reportedly said he supported the Royal International Corporation which has been studying the development and design plans for the five-star hotel that is to be located in Bai Chay ward in the province of Quang Ninh.
The hotel project has received the approval of the Quang Ninh People’s Committee under the detailed plan for hotels and villas construction of the Royal International Corporation at the beginning of August 2008. Almost a decade later, in February 2017, the Chairman of the province agreed to permit the company to make a project for more luxurious hotels that could be built in the Bai Chay international tourist area.
The detailed planning was introduced in February. According to it, the super hotel is set to be built on a 8.7-hectare area located in Bai Chay’s zone 5a. The five-star hotel complex is expected to be comprised of four multi-storey buildings offering about 1,500-1,800 rooms.
The Royal International Corporation Faces Committee’s Requirements
The Chairman of the People’s Committee, however, urged the Royal International Corporation to provide an update for the adjusted plan of the luxurious five-star hotel in Bai Chay Ward in order to make sure that a more comprehensive design of the project has been presented.
In addition, the province of Quang Ninh required from the project’s owner to guarantee that the maximum construction density is to be in line with the country’s Construction Standards for a 25% density. Also, the backward distance of the construction works need to be laid at a minimum of 20 meters with the Ha Long road, while parking spaces need to be situated only in the basement. No parking lot is required to be adjacent to Ha Long road. Furthermore, the Corporation was required to make itself acquainted with the area landscaping, parking schemes and night lighting systems.
The local Committee also required the five-star hotel project’s owner to consult the idea for the Bai Chay tourist center’s planning. The center was proposed by one of the leading integrated design companies on a global scale – Wimberly Allison Tong & Goo from the US. The hotels situated along the road in Ha Long feature the form of the parallel sails. Reportedly, the Royal International Corporation may also consider a two-tower layout.
Royal International Corporation Business
The owner of the five-star hotel project, Royal International Corporation, was established in Vietnam in 1994 as a foreign-invested joint venture company. Its major operations comprise of some services that are available exclusively for foreign customers.
The Corporation is an owner of the only casino Ha Long city, which services for the time being are available only to foreign customers.
According to a recent report carried out by Saigon Securities Inc. that was especially focused on Vietnam-based casino businesses’ performance since 2013, the Royal International Corporation was hit by losses. The most significant losses were the one in 2014, with the after-tax losses being estimated to more than VN$153 billion. Last year, the company reported a loss amounting to VN$32 billion primarily from the its casino operations.
