The Governor, however, also promised to impose a veto on any future piece of legislation aimed at enlarging the gambling industry in Virginia.
As part of the exclusion, skill machines are allowed to operate with a $1,200 tax applicable per terminal on a monthly basis, with 84% of this tax going to the Covid-19 relief fund of the state. Another 12% are donated to localities that host the games of skill, while Virginia Alcoholic Beverage Control the state’s Problem Gambling Treatment and Support Fund getting the remaining 4%.
Skill Game Machines Could Bring $150 Million to Virginia’s Covid-19 Relief Fund by June 30th, 2021
The decision for the $1,200 tax to be imposed on the skill game terminals followed some criticism that the machines drained money from the Virginia Lottery, which proceeds have been used to fund various public education projects in the state.
A representative of Queen of Virginia, which is so far the largest skill machine distributor and operator in the state, revealed currently there are 5,704 of the skill machine terminals in Virginia. The representative further noted that an amount of as much as $5.75 million may have been raised by the machines for the state’s Covid-19 relief fund. According to reports, for the time being, the closest competitor of the operator – VGM of Virginia – operates a total of 358 machines.
Previous estimates made earlier in 2020 showed that more than 9,000 skill machines operate across the Commonwealth. Virginia Alcoholic Beverage Control reported that there are currently over 10,000 skill machines registered throughout the state. According to estimates, the terminals could help the state raise as much as $150 million for its Covid-19 Relief Fund by June 30th, 2021.
For the time being, games of skill are subject to regulation from Virginia Alcoholic Beverage Control. Earlier in August, distributors of such games were required to provide information to certify the locations of the skill game terminals. Numbers compiled by the local regulatory body indicate that about 275 registered skill machines operate in the Charlottesville-Albemarle area, with many of these terminals being situated at local convenience stores.
Under the existing regulations, no more than 8 skill game machines are permitted to operate at any establishment licensed by the state’s Alcoholic Beverage Control. Also, truck stops across the state are not allowed to host more than 24 skill game terminals.
The machines, however, are allowed to be relocated from one licensed location to another in the period from July 1st to September 1st, but the permission applies only to 20% of the overall number of machines registered by June 30th. Also, skill machines are required to be registered by July 7th in order to be considered legal gambling devices regulated by Virginia Alcoholic Beverage Control.
